General Affairs Division

  • Secretariat : Handles legislative activities such as operation of the council under the control and supervision of the chairperson
  • Secretary General : Handles the administrative affairs of the council and governs and supervises employees under the control of the chairperson
  • Organization : 1 bureau, 3 offices, 8 teams, 6 special committee member’s offices

Segregation of Duties

  • 1. General planning and coordination of administrative affairs of the secretariat
  • 2. Work schedule adjustment and improvement of administrative affairs of the secretariat
  • 3. Executive body and quota
  • 4. Council member registration and identity management (ID issuance, acceptance of resignation, notification of changes in identification, etc.)
  • 5. General planning and coordination of official formality and dignified etiquette
  • 6. Exchanges for international cooperation
  • 7. International exchanges and friendship promotion
  • 8. Operation of council members’ overseas trip and training review committee
  • 9. Registration and disclosure of public officials’ properties
  • 10. Report on public officials’ history of military services
  • 11. Welfare for council members and secretariat employees
  • 12. Personnel (duty, reward, training, etc.) management for secretariat employees
  • 13. Security duties and authorization management
  • 14. General management of records (e.g., documents, books, ledgers, videos, etc.)
  • 15. Council building guard and public order-related matters
  • 16. Matters concerning National Association of Local Council Chairpersons
  • 17. Matters concerning chairpersons’/standing committee presidents’ meeting and council members’ gathering
  • 18. Council archive operation management
  • 19. Coordination of the use of the conference rooms
  • 20. Issuance of council white paper and notebook, etc.
  • 21. Coordination of budgeting and budget execution & settlement under the control of secretariat
  • 22. Financial officer’s and expenditure officer’s duties
  • 23. Contract and purpose affairs
  • 24. Salary management such as employees’ monthly pay
  • 25. Cash in/out keeping in addition to revenues and expenditures
  • 26. Government building and auxiliary facility maintenance

  • 34. Operation of acoustic & broadcasting facilities and equipment & materials management
  • 35. Matters concerning council members’ council activities
  • 36. Appointment of attorneys
  • 37. Management of council website data and webserver operation
  • 38. Council activity video promotion planning
  • 39. Production of council news and promotional videos
  • 40. Council social media operation and management
  • 41. Other matters without other managers in the secretariat
