- Secretariat : Handles legislative activities such as operation of the council under the control and supervision of the chairperson
- Secretary General : Handles the administrative affairs of the council and governs and supervises employees under the control of the chairperson
- Organization : 1 bureau, 3 offices, 7 special committee member’s offices
Segregation of Duties
- 1. Matters related to establishing and coordinating the basic schedule and legislative agenda of the Assembly
- 2. Comprehensive coordination of convening and operating regular and special sessions
- 3. Support and assistance for the proceedings of plenary sessions
- 4. Support for the proceedings of standing (special) committees
- 5. Management of the plenary hall (including seat allocation)
- 6. Management of various legislative documents (receipt, classification, printing, distribution, transmission, etc.)
- 7. Handling of administrative audits and investigations
- 8. Management and processing of various proposals and resolutions
- 9. Preservation and management of legislative documents and resolutions
- 10. Receipt, classification, and processing of petitions and complaints
- 11. Matters related to questions to the executive branch and written inquiries
- 12. Matters related to document submission requests and 5-minute free speeches
- 13. Comprehensive handling of committee bill processing and meeting situations
- 14. Matters related to the recommendation of committee members by Chungcheongbuk-do and the Office of Education, and other institutions
- 15. Matters related to the election of the Speaker and the appointment of standing committee chairs
- 16. Matters related to the appointment and improvement of standing (special) committee members
- 17. Processing of members' leave requests and attendance
- 18. Matters related to the appointment of settlement auditors
- 19. Matters related to public access and observation of plenary sessions
- 20. Maintenance and operation of the electronic meeting system in the plenary hall
- 21. Collection and research of materials necessary for Assembly operations
- 22. Operation of legislative experience programs such as the Youth Assembly Classroom
- 23. Publication of the Assembly operations manual
- 24. Promotion of residents' ordinance proposals (receipt and referral, education and publicity, etc.)
- 25. Support for research and analysis of long-term and current legislative issues and policies
- 26. Support for research, investigation, and analysis of short- and long-term issues under the jurisdiction of committees
- 27. Academic research, commissioned studies, and surveys related to legislation
- 28. Legislative support for member-proposed bills
- 29. Review of ordinances requested by standing committees
- 30. Overall policy support for standing committees
- 31. Support for the operation of members' research groups
- 32. Legal support matters
- 33. Handling of litigation-related matters concerning the Assembly
- 34. Appointment and operation of legislative and legal advisors
- 35. Publication of a compilation of local assembly operation-related regulations
- 36. Research and review of matters assigned by the Speaker, committee chairs, and the Secretary-General
- 37. Matters related to the promulgation of ordinances and rules by the Speaker
- 38. Overall management of autonomous regulations and rules under the Secretariat
- 39. Matters related to the discovery and award of excellent ordinances by provinces and cities
- 40. Matters related to major civil complaints, institutional improvements, and government proposals
- 41. Analysis of major government policies and the status of Chungcheongbuk-do
- 42. Policy research and support for the development of local autonomy and local assemblies
- 43. Matters related to the compilation of meeting records
- 44. Matters related to the preparation, publication, distribution, and preservation of meeting minutes
- 45. Matters related to the inspection of meeting minutes
